SUBMISSION OF INDOOR RESIDUAL SPRAYING (IRS) PROJECT PROPOSAL FROM K2 TIGWIRANEMANJA AIDS SUPPORT ORGANISATION (K2TASO) TO BRIDGES MALAWI
On behalf of K2 Tigwiranemanja AIDS Support organization (K2 TASO) in Kasungu district, Malawi let me take this opportunity to submit a project proposal on IRS, (second phase) to Bridges Malawi in USA. We are very grateful for your support towards the first phase of similar exercise which took place from August to September 2014. Malaria still remains the number one cause of mortality and morbidity in children under the age of five years in Malawi. It is also one of the major threats to pregnant mothers in Malawi.
In the first phase of IRS project we sprayed three hundred and fifty three houses in Makanda village here in Kasungu east. In order to promote malaria prevention, besides IRS we also encouraged the rural masses of Makanda village to practice some environmental control measures like cutting short growing grasses around their houses and getting rid of stagnant waters as both remain good factors for the harboring and multiplication of mosquitoes, carriers of parasites which cause malaria. We will need to send you report on the prevalence rate of malaria from September 2014 to end February 2015 as the outcomes will be a comparator to the report (with similar six months period) which we initially sent you i.e. on the prevalence rate of malaria from January, 2014 to 30thJune 2014 and it was 16.1%.
In this second phase of IRS program it is our wish to scale up the program to the two villages neighboring with Makanda and these are Mphepo and Chinemba villages both of which are smaller villages than Makanda. We expect to run this IRS second phase for 16 days.


NARRATIVE BUDGET REPORT FOR THE PROJECT PROPOSAL
There are a number of activities which need to be included in the phase before and during the spraying work in the three targeted villages. Some of the activities have been proposed in this second phase following experience of their need in the first phase.
In order to achieve four proposed activities we will need a total of MK2,607,400.00 (Two Million Six Hundred and Seven Thousand Four Hundred Malawi Kwacha and the following are the activities to be implemented in the phase:

ACTIVITY 1: PURCHASE OF ALPHA CYPERMETHILIN
We will need to procure a total of nine hundred sachets of Alpha Cypermethilin powder drug from Lilongwe. These will be enough for more than five hundred households and we will also combine them with the remaining stock amounting to fifty sachets from the last IRS exercise. At this time of proposal writing one sachet of the chemical is selling at K1500.00. With addition to transport and lunch for the personnel who will travel to Lilongwe to buy the drug we will need a total of MK 1,395,000.00.
ACTIVITY 2: BORROWING OF SPRAYERS FROM NKHOTAKOTA DISTRICT HEALTH OFFICE
Since we currently we do not have our own pressurized sprayers for the IRS exercise we will need to borrow them from Nkhotakota district health office which is located about 130kilometers from our office. We also borrowed the sprayers from the same office in the last IRS phase. We will travel to Nkhotakota twice i.e. borrowing and returning the sprayers travels. In order to effect this borrowing exercise we will need a total of MK481, 000. 00. For this phase may we continue to borrow the sprayers as we also have some conditions e.g. we are to be responsible for any damage or loss of any part of the sprayer in the course of using it. In future once resources allow we will ask you to consider buying us some ten sprayers.
ACTIVITY 3: SENSITISATION MEETINGS, INFORMATION, EDUCATION AND COMMUNICATION (IEC) ON IRS TO THE TARGETED COMMUNITIES
We will need to have some series of meeting with the Kasungu district environmental health office, local chiefs of the targeted villages i.e. Chinemba, Mphepo and Makanda villages. The meetings with the local chiefs will help on how to come up with ideas on how to educate the local communities on the benefits of IRS considering that local chiefs are very influential in the development activities of their areas.
There will also be need to have a refresher meeting with our already trained sprayer operators. We will use the same operators who did the spraying work in the last phase.
We will also need to have eight information, education and communication on IRS sessions with the local communities so that they understand the concepts of IRS including other factors which need to be considered on top of this program in order to win the battle against Malaria. The total amount of MK 197,400.00 will be required to implement these activities.

ACTIVITY 4: ACTUAL SPRAYING EXERCISE
During the actual spraying time there are activities which need to be implemented in order ensure that transportation of the implementers of the work, supervisors and materials for the exercise is effectively implemented. The project van will need to be travelling between our K2 TASO offices and the targeted areas. We will also need to give the sprayer operators some lunch allowances which will be used to buy lunch.
The sprayer operators will need to have their work attire cleaned as such need for laundry soap. We will also procure two big drums each having 200 liters capacity. These drums will be used for cleaning the sprayer after every daily use.
EXPECTATIONS
By the end of this phase we anticipate that malaria prevalence expect that the malaria prevalence in the targeted areas will go down thereby having reduced mortality and morbidity from the disease.
We also expect community participation in the implementation of other practices aimed at reducing malaria like environmental control i.e. cutting short grass and shrubs around their homes and also practicing persistent and effective use of insecticide treated mosquito net.
